The Planning Division administers development guidelines and standards that maintain and enhance the livability of our city.
We are located in Room 5 at City Hall (270 Montgomery Street).
Planning Division staff are available Monday through Friday between 8:00 a.m. and 5:00 p.m. to answer questions by phone at

Highway 99E Corridor Plan
Highway 99E is a major north-south transportation route through the City of Woodburn. It runs along the east side of the City, and is one of the City's main transportation corridors, providing access to numerous local businesses as well as serving as a major transportation route between Wilsonville and Salem.
The Highway 99E Corridor Plan (Corridor Plan) will address competing roadway functions by developing land use and transportation strategies to guide future development, access, and improvements along Highway 99E within the City's Urban Growth Boundary. The major goals of the Corridor Plan are to improve the function, viability, and appearance of the Highway 99E corridor and adjacent uses. Woodburn Development Ordinance Focus Group
The City Council appointed the Woodburn Development Ordinance Focus Group to assist in evaluating the Woodburn Development Ordinance. The group is charged with reviewing the ordinance and making recommendations on improvements to the Ordinance. Meetings are held when needed. Ultimately, recommended changes will be submitted to the Planning Commission and City Council for consideration.
